Project “Inclusive Family Legislation” includes a wide range of activities. The project consists of legislation analysis and development of legislative proposals related to the issues of legal and social protection of non-registered couples in Latvia. In the process of legislation analysis, additional arguments will be formed for the necessity of introduction of the concept of “dzīvesbiedri” (Life spouses or non-registered couples), as well as for the necessity to comply with the decision of the Constitutional Court No.2019-33-01.
The project includes a social experiment that involves gathering clear legal evidence against the argument that all the issues of non-registered couples can be solved by private contracts and powers of attorney, proving that is an extremely expensive process, does not solve many of the problems, and does not provide full protection compared to marriage.
The project will also produce a short film that will include an interview with the couple that goes through the social experiment and tell the story of the problems they are facing in everyday life. “Let's Protect All Families” campaign will develop social media materials, outdoor advertising and ensure that the message is successfully passed on to followers and the general public, as well as ensure media interest in the process.
The project is a direct and urgent reaction to the progress of defining the concept of “dzīvesbiedri” in the Saeima and the Ministry of Justice, to the current discussion on the implementation of the Constitutional Court Judgment No. 2019-33-01, and to the Constitutional amendments proposal to the Article 110 which was submitted and lead by the National Alliance and which directly discriminates against same-sex couples/families, at the same time promoting negative conditions for LGBT people and polarising the society.
